VOTING FOR RATIFICATION OF THE 2023 – 2026 “FULL-BOOK” COLLECTIVE BARGAINING REOPENER AGREEMENT BETWEEN THE UFF-UWF AND THE UNIVERSITY OF WEST FLORIDA WILL OCCUR AS LISTED BELOW:

ALL MEMBERS OF THE FACULTY BARGAINING UNIT ARE ELIGIBLE TO VOTE REGARDLESS OF UNION MEMBERSHIP.
VOTING SHALL BE BY SECRET BALLOT OF BARGAINING UNIT MEMBERS WHO ATTEND THE MEETING. BARGAINING UNIT MEMBERS SHOULD BRING IDENTIFICATION TO VERIFY VOTER ELIGIBILITY.
VOTES SHALL BE PUBLICLY COUNTED AND THE RESULTS ANNOUNCED AT THE CONCLUSION OF VOTING AND COUNTING.
THE PROPOSED CHANGES IN THE 2023-2026 COLLECTIVE BARGAINING “FULL- BOOK” AGREEMENT ARE AVAILABLE FOR INSPECTION AT THE FOLLOWING LOCATIONS:

NOTICE OF RATIFICATION VOTE
UNITED FACULTY OF FLORIDA – UNIVERSITY OF WEST FLORIDA CHAPTER
The 2023-2026 full-book contract reflects the following contract items:
Article 7: Minutes, Regulations, and Budgets
- The university shall create and provide UFF a spreadsheet of faculty information for bargaining purposes.
Article 9: Appointment
- Phasing out of Multi-Year Contract program
- $1,000 increase for faculty who would have received $1,000 over next three years.
- Honoring multi-year contracts as of Aug. 8, 2023, though no new multi-year contracts.
Article 11: Faculty Performance Evaluations
- Addition of Post-Tenure Review CBA language (SPE maintained for Library Faculty)
Article 13: Non-Reappointment
- Faculty on “soft-money” contracts (grant-funded) not entitled to notice of non-reappointment (though all other notice requirements retained as “Status quo.”
Article 17: Disciplinary Action
- Notice may be delivered via email
Article 18: Job Abandonment
- Revised to state Job Abandonment is understood as a faculty member being “absent and fails to meet their assigned duties for seven consecutive work days.”
Article 20: Inventions and Works
- Clarification that the University will not assert rights to instructional technology unless the University has commissioned or entered into a written agreement with the faculty member.
- Defined limited University right to continue using instructional technology for two semesters if the faculty member is incapacitated or does not complete an assigned course.
Article 22: Grievance and Arbitration
- Language related to recent changes in Florida Statutes denying arbitration step for some faculty grievances. The language clarifies that should legal challenges succeed against the statute, the previous arbitration process will be restored.
Article 24: Sabbaticals
- Clarification that quality of sabbatical application takes precedence over time since last sabbatical in rank ordering.
- Clarification of FMLA leave related to sabbatical.
Article 25: Salaries
- 2.9% Cost-of-living raise
- Up to 4% merit raise based on Dean’s Overall evaluation from 2021
- Increase Promotion Percentage to Senior Instructor, Lecturer, and Research Associate to 13% from 9%
- Salary inversion increases up to $6,000
Article 26: Benefits
- Language related to phased retirement program suspension that also retains UFF’s rights for representation of faculty who previously had phased retirement agreements cancelled.
Article 34: Definitions
- Additional clarifications made in the definitions article and throughout the CBA to designate capitalized language as related to CBA definitions.
Available voting times for ratification will take place on Monday, September 11 from 11:30a.m. – 1:00p.m. and on Tuesday, September 12 from 11:30 a.m. – 1:00 p.m. in Bld 22, University Commons (area in front of Commons Auditorium).
All members of the faculty bargaining unit are eligible to vote regardless of union membership.
